No. The snippet picker runs only when you press the shortcut or type your trigger prefix on a site you enabled. It reads nothing except the text you are completing, and nothing is sent anywhere. There is no analytics and no account.
In your browser's local extension storage on your device. Export them any time as JSON or CSV. Uninstalling the extension removes them, so keep an export as a backup.
The shortcut works on the current tab without any site permission. The optional inline trigger (type /refund) needs access to the sites where you want it. You grant each site yourself and can revoke it in Options or in the browser's extension settings.
